Documents & Records

Whether you’re curious about ridership trends, want to dive into our financial data, or see how we’re planning for the future, all our key documents are right here. We believe you deserve to know how your transit agency is performing, where your investment is going, and what we’re working toward.

We like to keep things simple with our Performance Counts scorecard. Think of it as our report card that tracks how we’re doing in five key areas:

  • Community Support—Are we serving you well?
  • Financial Stability—Are we being smart with resources?
  • Customer Satisfaction—Are you happy with your ride?
  • Employee Engagement—Is our team thriving?
  • Commitment to Performance—Are we delivering on our promises?

Each section has specific metrics that help us (and you) see where we’re succeeding and where we need to step up our game.

Want to see how many people are riding PSTA? These monthly reports break down ridership numbers by route and service type, providing you with the same data we share with our board and report to the National Transit Database.

Our annual comprehensive financial reports show exactly how we’re managing public resources. These detailed documents cover everything from revenue sources to operating expenses to capital investments.

Florida law requires us to report our administrative expenses, so here are the numbers:  For fiscal year 2026, PSTA is certifying our general administrative costs are 13.77% of total operating costs and are below the state average. Our year over year increase was 3.61 % keeping under the 5% threshold.

Gifts policy: Florida law requires us to disclose any gifts received in exchange for contracts. The short answer? We haven’t received any. We keep our business relationships professional and transparent.

We’re working to make all our documents ADA accessible. If you’re having trouble accessing any of these files, don’t hesitate to reach out to our public records custodian at records@psta.net—we’re here to help.

Looking for something that’s not already posted here? We believe making public records easily accessible is an important part of keeping our operations transparent to the community we serve. Under Florida’s Sunshine Law, most of our documents, emails, reports, and other materials are available to anyone who asks.

Chapter 119 of the Florida Statutes defines “public records” to mean all documents, papers, letters, maps, books, tapes, photographs, films, sound recordings, or other material—regardless of physical form or how it was sent or received—that we create or get in connection with official PSTA business. The law says these records must be open for inspection by “any person,” except for specific exemptions detailed in state law (like Social Security numbers or ongoing legal matters).

The quick way: Give us a call at 727-540-1806 during regular business hours and talk to Rachael Cappolla, our Public Records Custodian.

The formal way: Fill out our public records request form and send it to:

Rachael Cappolla, Executive Assistant/Records Manager
3201 Scherer Drive
St. Petersburg, FL 33716
Email: records@psta.net
Phone: 727-540-1806

We keep costs as low as possible, but there are some fees to cover our actual expenses:

  • Single-sided copies: $0.15 each
  • Double-sided copies: $0.20 each
  • Compact discs: cost of CD
  • Postage: Based on weight and delivery type
  • Special labor charge: If your request requires extensive clerical or supervisory assistance, or review by legal staff

Payment is required before we release the records or make them available for inspection. We’ll notify you once we’ve determined the estimated costs so there are no surprises.

Florida law requires us to respond within a “limited reasonable time”—which is the time it takes to review your request, search for records, retrieve them, and process them for release. Some requests take just a few minutes, while others might take weeks depending on the activity, volume, and scope of what you’re asking for. We’re committed to providing requested records as quickly and efficiently as possible.

Chapter 119 of the Florida Public Records Act, including the full list of exemptions, is outlined at: http://www.leg.state.fl.us/Statutes/

All reports comply with Florida Statute 341.071 and National Transit Database requirements.
